Support programmes for families in vulnerable householdsor at risk of residential exclusion (Murcia and Valencian Community)

Fundación Salud y Comunidad (FSC) runs programmes in the Region of Murcia and the Valencian Community to support families in vulnerable situations or at risk of residential exclusion, or aimed at assisting people living in poverty and social exclusion or in other situations of particular vulnerability.

SIAF – Comprehensive Family Care Service (Alicante and San Vicente del Raspeig)

The SIAF programme (Comprehensive Family Care Service) aims to promote the overall well-being of families in vulnerable situations in Alicante and San Vicente del Raspeig, through intervention actions aimed at strengthening their relational, parenting, social and employment capacities, from a preventive, community-based and co-responsible approach that respects family diversity, helping to improve their living conditions.

The project will assist families referred both by municipal Social Services and by social organisations and programmes of Fundación Salud y Comunidad.

SIAF is committed to preventive, continuous and personalised support, combining therapeutic, social, educational, employment and community intervention, thereby avoiding duplicating models that focus more on the urgency or emergency of the moment in which they arise. This intervention will be carried out through personalised pathways, comprising individual and group actions, delivered by a team made up of a Social Worker/Therapist and an Employment Counsellor/Psychologist.

The programme’s activities are:

  • Activity 1: Individual and family therapeutic intervention.
  • Activity 2: Group workshops on positive parenting and shared family responsibility.
  • Activity 3: Emotional support groups for carers.
  • Activity 4: Individual therapeutic reinforcement sessions.
  • Activity 5: Healthy lifestyle habits workshops.
  • Activity 6: Personalised job placement pathways.
  • Activity 7: Workshops to improve employment skills.
  • Activity 8: Specific pathways for women with caring responsibilities.
  • Activity 9: Digital literacy workshops applied to employment.
  • Activity 10: Shared responsibility workshops for men and families.
  • Activity 11: Community campaign: “Shared responsibility in family care”.

The initiative is funded by the Conselleria de Servicios Sociales, Familia e Infancia of the Generalitat Valenciana, through the regional share of the 0.7% personal income tax allocation.

The Project is funded by grants from the 0.7% personal income tax (IRPF) allocation, in the Region of Murcia and the Valencian Community.

PMED – Household Economy Improvement Programme for families at risk of residential exclusion (Valencian Community)

SEAFAVI – Support Service for Families with Insecure Housing in Molina de Segura (Murcia) [Finalizado 2024]

This project consists of Social and Labour Support for individuals or family units living in housing classified as:

  • Insecure Housing: Precarious tenure (provided free of charge by other people/institutions, sublet, illegally occupied). If, due to economic problems in the household, they have been threatened with eviction from their home (immediate or not). Households in which a member has suffered physical or psychological abuse in the last year or is currently suffering it.
  • Inadequate Housing: Not having the appropriate structural characteristics to be habitable (serious construction defects, state of ruin, etc.). Not having the appropriate supplies and facilities to ensure hygiene and sanitation (running water, hot water, electricity, wastewater drainage, etc.). Not meeting the appropriate conditions for living in comfort and privacy (overcrowding, architectural barriers in homes with people with disabilities, etc.).

Families are referred by Social Services or other services, projects/programmes directly related to the public administration.  It is an innovation project that receives support from the tax allocation of 0.7% of personal income tax (IRPF) of the Region of Murcia.

“MI HOGAR, CON ENERGÍA Y AGUA” – Project for the efficiency and adequacy of utility supplies with families in vulnerable situations (Murcia) [Finalizado 2025]

Project implemented through a Collaboration Agreement between Murcia City Council and Fundación Salud y Comunidad (FSC) within the framework of the «Proyectos Innovadores con Entidades Locales para la atención integral de Población vulnerable», under the “Next Generation EU” Recovery, Transformation and Resilience Plan, in the Autonomous Community of Murcia.

The municipal initiative “Mi Hogar con Energía y Agua” aims to ensure that families in vulnerable situations living in the city of Murcia have adequate and affordable access to, and continuity of, the electricity and water supplies needed to guarantee a decent standard of living.

The project is carried out entirely by a Social Worker and an Energy Advisor, who assess the situation of the families and propose energy and water improvement measures for the home. These measures range from repairing damage or small works that help improve the energy or water situation, to upgrading household appliances to achieve energy or water savings, as well as personalised advice on basic utility bills.

This project includes various phases in its implementation (2023-24):

  • Individual interview with the Social Worker
  • Home visit by the energy advisor
  • Group workshops on energy and water saving
  • Delivery of energy and water saving kits
  • Upgrading of household appliances
  • Small works in participants’ homes.
