Family Meeting Point Technical ServiceBarcelona Ciutat 4

The Meeting Point Technical Service (STPT) Barcelona Ciutat 4, in the municipal districts of Sant Andreu and Sant Martí in Barcelona, is a temporary service designed to ensure that children can exercise their rights to contact and communication with their family members in cases of separation or divorce of the parents or where guardianship is exercised by the Administration, as established by court ruling or administrative order. It is owned by the Department of Equality and Feminisms of the Generalitat de Catalunya.

The fundamental objectives of this resource are:

  • To offer a neutral and safe space to facilitate visits between the child and the non-custodial parent or parents and extended family, so that rights to contact and communication can be exercised.
  • To ensure the protection of the physical and psychological integrity of the child and the parents, with support to understand the situation and emotional support.
  • To provide parents with tools to guide them in improving parent-child relationships and to inform them about specific resources for working on family problems, so that they can progress towards autonomy from the service.
  • To regularly inform the referring bodies of how visitation rights are developing and of any incidents, and to make proposals on the exercise of the agreed rights to contact and communication with the children.

The service can be accessed through the following channels, always via the Secretariat for Families:

  • Administrative decision: at the request of the Secretariat for Families, following a proposal by the Administration responsible for child and adolescent protection.
  • Court ruling: requests for visitation rights for minors in compliance with established court rulings.
  • Other referring bodies: Decree 357/2011 of 21 June includes as a source of referral the CIEs of the Network for Comprehensive Care and Recovery for Women in Situations of Gender Violence.
